As per the information, the Canadian unlocked variants of the device the Videotron Galaxy Note 2 SGH-T999V and the Mobilicity Galaxy Note 2 SGH-T889V have already started receiving the OTA update. So, if you are a Canadian Galaxy Note 2 user and want to update your device with the Android 4.3 Jelly Bean OS, then you must visit the notification panel of your device to check the update.
Since the update is being sent to devices in phases, so all devices are not liable to get the update at a time and hence you must not get worried if you have not received any notification yet. Still you can check for the update manually after using the said process. To check the OTA update manually on your device you must go through Settings => About Phone => Software Update and check the update after connecting your device to the PC via USB cable and using the Samsung KIES.
